Dr. Shakhwan Abdullah: We are not in favor of passing the Emergency Food Security Support Law in its last form, and the Council of Representatives has a great responsibility towards this law and in this sensitive circumstance, the necessary priorities must be determined only and close the doors to corruption  

In a statement issued by His Sovereignty’s media office today, Saturday, June 4, 2022, the Deputy Speaker of the Iraqi Parliament, Dr. Shakhwan Abdullah Ahmed, indicated that there are observations in the proposal of the Emergency Support Law for Food Security and Development, Where he expressed his dissatisfaction with the provisions of a number of articles of the law because of the inclusion of unnecessary exchange sections that increase the risks of suspicions of corruption and waste of public money.

The Deputy Speaker announced his official stance towards the law, stressing, “We are not in favor of passing the emergency food security support law in its last form, and the Council of Representatives has a great responsibility towards this law and in this sensitive circumstance, Where the necessary priorities must be determined only and close the doors to corruption, so we, as the Presidium of the Council of Representatives and the Representatives, seek to direct and approve the proposed law towards these priorities, In the foremost of which: providing the ration card items and food baskets, securing basic services from electricity, supporting the agricultural sector, Disbursing farmers’ dues, implementing the demands of free lecturers, employing contract holders and daily wages who have been in service for more than two years, And the inclusion of the necessary financial allocations for social care for the deserving of the poor and affected classes.

On the other hand, Abdullah explained that Article (13) of the Financial Management Law No. (6) of 2019 and the disbursement mechanism at a rate of (1/12) or less of the total actual expenditures for current expenditures for the previous fiscal year is sufficient to run the country’s affairs for this fiscal year.
